Who is NQPHN?

Northern Queensland Primary Health Network (NQPHN) is the lead organisation working to improve healthcare in local communities in North Queensland. 


Our core functions are to: 

  • coordinate and integrate local health care services in collaboration with local Hospital and Health Services (HHSs) to improve quality of care, people's experience, and efficient use of resources 
  • commission primary care and mental health services to address population health needs and gaps in service delivery and to improve access and equity 
  • capacity-build and provide practice support to primary care and mental health providers to support quality care delivery. 

We do this through: 

  • purposeful engagement with our stakeholders and local communities 
  • working in collaborative partnerships 
  • building capacity and capability of primary healthcare provider workforce 
  • using innovation and new ideas to achieve outcomes 
  • embracing and utilising technology 
  • being strategic and transparent in our commissioning activities 
  • using data and evidence to make decisions and improvements. 


NQPHN will achieve its objectives through:

  • innovation for outcomes
  • embracing technology enabled care
  • strategic and transparent commissioning.


While not excluding other health needs, these areas are NQPHN’s primary focus over the next five years so that it can achieve its vision of helping northern Queenslanders live happier, healthier, longer lives.

Our objectives and Strategic Plan


Northern Queensland Primary Health Network’s (NQPHN's) Strategic Plan 2021-26 is an ambitious plan which aims to strengthen the primary health care sector in northern Queensland.


The Plan outlines six priority areas of focus that will achieve NQPHN’s main objectives, and include:

  • health promotion, early intervention, and primary care treatment focused on stages across the life span
  • progress towards equitable access to a networked system of mental health and alcohol and other drugs services
  • a primary care workforce with the capacity and capability to deliver high quality, integrated care
  • progress towards improved health equity and health outcomes for First Nations People
  • people receive the right care, in the right place, at the right time in an integrated and digitally enabled health system
  • our people work collaboratively and are enabled to achieve NQPHN’s strategic objectives with the right systems, processes, and access to data. 

This Values-Behaviour Blueprint provides a summary of NQPHN’s Values-Behaviour Charter. The Charter represents a shared commitment from all staff to improving the future ways of working at NQPHN. The purpose of this charter is to outline the behaviours and actions expected of leaders and staff across NQPHN. Our values include:
